Answer
All these are actions user can take at workflow, but which action user can take are decided by stance on workflow.
・Remand
This is a action which approver do not want to approve, but don’t want to terminate this workflow.
For example, approver want applicant or previous approver to fix or check workflow or files.
Workflow doesn’t finish, and system doesn’t unlock file which locked for applying.
Applicant can re-apply this workflow or copy and apply this workflow from “Copy Application” or apply after withdraw this workflow, if he or she want to use same file for workflow.
・Reject

System unlock the file which locked for applying.
・Withdraw
This is a action which applicant want to terminate this workflow, like he or she want to fix applied workflow.
Workflow which terminated can’t re-apply, and can only copy and apply this workflow from “Copy Application”.
